Buying Land in the Lowcountry: What to Check Before You Sign

Purchasing land in the Charleston area is one of the most exciting steps in the custom home journey. It's also one of the riskiest if you don't know what to look for. We've watched clients buy lots that turned out to be largely unbuildable — or that required six figures in site costs they didn't anticipate — because they skipped the due diligence.

Here's our builder's checklist for evaluating any Lowcountry lot.

1. FEMA Flood Zone & Elevation Certificate

This is the single most important factor for coastal South Carolina land. Check the FEMA flood map (msc.fema.gov) before anything else. Lots in Zones AE and VE require elevated construction, mandatory flood insurance, and must meet or exceed the Base Flood Elevation (BFE).

A higher BFE means a taller home — which means more pilings, more stairs, and more cost. But it also means lower insurance premiums and dramatically better protection. Request an elevation certificate if the seller has one, or budget for a survey to establish the lot's BFE.

2. Soil Conditions

Lowcountry soil is notoriously challenging. Soft marsh soils, organic fill, and high water tables are common throughout the region. Before you close on land, invest $3,000–$6,000 in a geotechnical (soil boring) report. This tells you:

  • What's underground and how deep you need to drive pilings
  • Whether the soil can support conventional construction
  • What type of foundation system is required
  • Estimated foundation costs

Skipping this step is penny-wise and pound-foolish. We've seen lots that looked like great deals require $120,000 in foundation work that wasn't anticipated.

3. Wetlands & OCRM Setbacks

If your lot has any tidal water, marsh, or wetland features — or if it's near them — you need a wetland delineation before designing your home. SC OCRM (Office of Coastal Resource Management) enforces setbacks from tidal wetlands that can significantly reduce your buildable area.

A delineation typically costs $1,500–$3,500 and takes 4–8 weeks. It's worth every penny — and many lenders now require it.

4. Zoning & Setbacks

Call the county planning department or check online to confirm:

  • Current zoning designation (residential, agricultural, mixed-use)
  • Minimum lot size, maximum lot coverage
  • Front, rear, and side setbacks
  • Height limits
  • ADU or accessory structure rules

On some lots, when you stack up setbacks from all four sides plus wetland buffers, the actual buildable envelope is much smaller than the lot size suggests.

5. Utility Availability

Public water and sewer aren't available everywhere in the Lowcountry. Confirm:

  • Is the lot served by public water? If not, can you drill a well?
  • Is there public sewer? If not, will a conventional septic system perc, or will you need an engineered alternative?
  • Is there natural gas, or will you use propane or all-electric?
  • What is the cost to extend power if the lot is remote?

Extending utilities to a remote lot can add tens of thousands to your project cost. Know this before you buy.

6. Access & Easements

How do you get to the lot? A landlocked parcel (one with no road frontage) requires an easement across a neighboring property for access. Review the title carefully for existing easements, rights-of-way, and restrictions.

The Bottom Line

Budget 2–3% of the land purchase price for pre-purchase due diligence — surveys, soil testing, wetland delineation, title review. It's the cheapest money you'll ever spend on your project.
